Description
As climate change intensifies flood risks, effective coordination of emergency forces becomes critical. This research explores the design of digital situation maps to support informed decision-making during urban flood disasters. By utilizing Design Science Research and expert insights, we developed a web-based prototype that enables structured, cross-organizational data input and role-specific information flow. Such tools are essential for providing real-time situational awareness and improving response capabilities. While the document focuses on design principles for these IT artifacts, the integration of robust research software engineering is vital to ensure these complex systems are scalable, interoperable, and reliable for high-stakes emergency management.
